FLECO as an electric cooperative and with its commitment to the missionary electrification program of the government provided electric service to the remotest areas.
The FLECO area covers practically the low lying plains of the province, called the Baybay area, which tends to be flooded during heavy rainy season. The people in the Baybay area - thrive mainly on agriculture and fishing. Rice, coconut, citrus fruits are also produced abundantly. Paete, Kalayaan and Pakil are noted for sweet tropical fruits like santol and lanzones. Laguna Lake is the chief source of fresh water fish in the area.
