FLECO as an electric cooperative and with its commitment to the missionary electrification program of the government provided electric service to the remotest areas.

The FLECO area covers practically the low lying plains of the province, called the Baybay area, which tends to be flooded during heavy rainy season. The people in the Baybay area - thrive mainly on agriculture and fishing. Rice, coconut, citrus fruits are also produced abundantly. Paete, Kalayaan and Pakil are noted for sweet tropical fruits like santol and lanzones. Laguna Lake is the chief source of fresh water fish in the area. Laguna Lake, situated in the boundaries of Lumban, Kalayaan and Cavinti, has become not only the source of NPC hydro-electric power, but also a paradise for anglers and wind-surfing aficionados. Another source of income is wood carving and paper mache-making, which has become dollar earner for the province.

The proximity to the industrial capital, Manila, greatly contributes to Laguna's rapid development. Industrialization in the province is gaining steam as brought about by increased economic activity in the CALABARZON. The completion of Famy, Infanta Road, the hi-way to link Manila with the proposed export processing zone in Infanta, Quezon, directly facing the Pacific, is expected to boost the development of Baybay area in the future.
