1. Take the Pre-Membership Education Seminar (PMES)
2. Go to FLECO Main Office in Lumban, Laguna, and submit the required documents
3. House Wiring Inspection
4. Evaluation and Clearance
5. Payment (Over-the-Counter in FLECO Main Office)
6. Signing of the Memorandum of Agreement (MOA) or "Kasunduan" and issuance of membership ID
7. Processing of Connection Order
8. Installation of Meter

9. Electric bill from nearest neighbor (Photocopy)
10. Proof of Lot Ownership / Affidavit of Ownership
11. Notarized Letter of Undertaking (If Applicable)
12. Notarized Special Power of Attorney (If Applicable)
